Sounds like the guy I bought my 460 from. Trying to save a penny here and there. Every time I use mine I find another 8 penny nail in a place where a 5/16" pin should be.

I collect my oil and take it to Autozone or wait for Home clean up day and take it to the city garage for recycling.

At work we have a company come get it for free, they burn it in a furnace/boiler of some sort. All these shops that charge people for "waste disposal" are screwing their customers for another 2 or 3 bucks. It costs a buck to get of the oil filter, however at home if you turn it up side down and let it dry for a week it is fine to put in standard trash. Just like paint cans.
