Timing a 1940 model Farmall A

Just had head and valve job done . Cam is good. All cylinders are firing, but the #4 cylinder is popping back through the carbureator. Could this be the timing? If so, how do we time one of these tractors? This tractor has the magneta instead of a distributor.
