Thats a freeze plug. Take a screw driver and pry the rest of it out. Clean it out real good it will have lip on it. Then go to parts store and get welch plug that size and place in the hole and use a socket a little smaller than plug and hit with hammer and it will expand and your block is fixed. I did it just last week cost fifty cents LOL Bigcer
