The hand clutch is an M&W item. M&W made several items for IH and I think Deere too (saw a 5020 with M&W turbo the other day) back when these tractors were only a few years old. The M&W hand clutch attachment for H's and M's gives them live PTO - basically it disengages power to (or through) the differential while still allowing the transmission to turn which in turn allows the PTO to continue running. Basically if you are baling with an M with the hand clutch and hit a slug you can pull the hand clutch to stop forward motion and let the baler run. You cannot shift gears though without using the foot clutch as the transmission will still be running. As CNKS also stated, International standard (wheatland) tractors were available with hand clutch from the factory. Recently sold a 660 diesel with hand clutch and TA in one lever. Hope this helps.
