I may be the guy Kurt mentioned..had an M that wouldn't repond to the throttle and I took the tube from the carb to the governor apart(governor throttle shaft housing) and it was full of dirt and sludge that prevented the throttle shaft from moving freely. I cleaned it best I could and sprayed it with penetrating oil and its worked fine ever since. there is an oil supply to this throttle shaft but because of 50 years of build up it was pretty dry and clotted up with dirt..I hope that's all you need to do. If your tractor was running fine before I would doubt that a governor would suddenly wear out...you would notice it over a period of time. Also clean any dirt and grease build up behind the governor where the throttle rod runs..I had an H that was pretty dirty in behind and it interfered with the throttle body...good luck from Mike in EXeter Ontario
