This method will require a rubber tub large enough for your tank,lye,water,and a 6 to 12 volt battery charger and a sacrificial piece of metal.
Mix lye and water one tablespoon to a gallon of water,enough water to submerge the tank.Hook the positive up to the tank and the negative up to the piece of metal[stainless works best if you will reuse it].
All the rust,gunk and some paint will be drawn to the negative.
