Before you start with the emery cloth, take out the orifice screen (It looks like a screwhead with a hole in it). Clean out any junk in that screen and then take a dental pick and fish around in the hole the screen sits in and get that junk out, then blow it out with air. Also, before you start, check your hydraulic fluid level, it could be the pump is sucking air.
