I dunno about the holes having to be drilled farther forward, but about the three inch spacer - those u-shape things are adjustable up and down, depending which hole in the "U" you have the two diagonal rods bolted to. The diagonal rods run between (approximately) the bends in the U to the axle mountings for the U shape thing. I fear that I have not explained this good enough, but hopefully you can follow it. So in other words, you should be able to adjust your U shape thing and get rid of the spacer. And having the drawbar tipped a bit so that it is not exactly level won't hurt anything either.
