560 Value

A man down the road wants to sell a 560 Farmall. It is a narrow front,factory propane, has a 3point,good tires, but it has no TA and the PTO will not stop turning. Including a 7 shank Graham-Hammey chissel he wants $1200 for it. Is this a good price? Did some 560's not have a TA from the factory or did someone just take it off? I don't know much about this type of tractor so any info. is appreciated. Thanks.
