I used the POR-15 kit on a tank for an M. I removed the outlet valve assembly, but I think you could go ahead and put the stuff in, then be sure to blow the valve out thoroughly (from the outlet) with an air hose, after distributing the sealant. I don't know, however, how you're going to get the tank clean and dry with that valve hanging on the bottom. It takes a lot of shakin' and rollin'. It would be much easier to get it out first.
