Farmall H Generator Problem

I had my generator rebuilt and the shop says it's working, but I still don't get any higher voltage across the battery with the engine running.The ammeter reads slight discharge. It's the original 6 volt system with the 4 position light switch and cutout relay mounted on the generator. I had polarized the generator by jumping from the BAT terminal of the relay to the A terminal of the generator. With the engine off and the leads disconnected from the A and F terminals I held all the brushes away from the commutator and put one lead of my ohmmeter on the A terminal and the other on the generator mounting bolt, and the ohmmeter needle deflected. Does this make sense? I expected no deflection, thinking that the only connection between the armature and ground is through the grounded brush, which was held away from the commutator. Am I missing something or does this mean there is still something wrong with the generator? Also, when it was running I put the voltmeter across the A terminal and ground and got about 1.5 volts. Does this mean anything? I also tried running it with the F terminal of the generator grounded but it gave no improvement. Anything else I should check?
