fuel problems

My 41 B dies every now and then,so the last time it died I took the drain on the carb lose and there was no gas in it. I had a filter on it so i pecked on it and fuel began running out of the carb. I have replaced the filter with a see through.When my settling bowl filled up it kept very little fuel in the filter . Is this normal or do i have a restriction? Please help or it will drive me crazy.Mike
