Sounds like you are talking about the crankcase vent tube on the left hand side of the engine. Could be a number of things causing this. You usually will get a little steam or exhaust from this pipe due to condensation. If it is real white smoke you should be seeing it in the exhaust pipe as well. Really white smoke could be caused by blowby in the rings and burning oil. You may have a stuck ring or two. How long had the tractor sat since it was run? Not sure what you can do to unstick a ring. You might try spraying some penetrating oil in the spark plug holes and letting it sit for a few hours. Check your oil to make sure there isn't any water in it. After you've run it a while if the oil looks a little grayish it has water in it. Get it changed along with the filter. Stan
