'49 H Problem

I'm having a problem with my '49 H. It idles fine but when I put a load on it, it starts popping (Missing?) and will die. Sounds like too much or too little gas. I have replaced the manifold gaskets, put needle and seat in carb. and have tried adj. the timing as well as the carb. It is equiped with a IH distributor.
I can put my hand over the breather and it will slow the engine, when I do this it sucks air through the small hole in the bottom of the carb.
Also the top needle (Air) does not seem to do anything to the way the engine runs. It can be removed w/o killing the engine.
Any ideas? Thanks
