Fair price for International Cub?

I am looking at buying an international cub and I have no idea what it is worth. The owner wants $1000 for it. I believe it is a 1941 model. The engine is not locked up but is sounds like it may have water in one or more pistons when you crank it and it will need new tires. These are the main problems that I see with the tractor. I know judging the price of tractors is tough without seeing it but any help would be appreciated.
