If your valves are ok and compression is ok you'll have vacuum. Compression will vary depending on the head, but 90-100# would be pretty good. Vacuum is measured differently because it doesn't peak in the same way as compression, but again, if your valve are ok . . . If you pull the plugs and have someone turn the engine by hand you can feel the vacuum at the plug hole. One of the easy ways to test for/find a vacuum leak is to get the engine running and spray a volatile like starting fluid or carb cleaner around the places that it might be leaking air (especially the manifold, including where the carb bolts up). If the engine speeds up, you've found a leak. That brings to mind, you said you replaced or rebuilt the carb. Do you have a tight fit at the gasket from the carb to the manifold? Sometimes if you tighten too much, the threads on the carb will strip and you'll not get a good seal there.
