The alternator isn't putting anything out if you are reading 12.6 volts. That is normal 12 volt battery voltage. You need 13.8 volts to charge a battery. Also, a GM alternator needs to turn at 1200 RPM, minimum, to start charging.... considering that most older IH tractors turn around 450 RPM at idle, you want a 3:1 pulley ratio, if you can find a small enough pulley for the alternator. If you can't get 3:1, shoot for 2.5:1 One last item: on the Delco alternator, be sure that pin 1 is tied to your ignition switch - either through a diode or through a light. You need this voltage at startup to tell the alternator to start charging. Single wire alternators are okay, but 3-wire alternators charge better at the lower sppeds you find on thactors.
