Short the two main connections together on the cutout *after* you start the engine - while both wires are connected to the usual places. Also, have the light switch in the maximum charge position before you short these connections. Check the ammeter now - is it showing that it is charging? Another thing to check is the resistor itself. Using an ohmeter, it should show a very low resistance. I don't know the exact value, but I would guesstimate to be under 10 ohms. And last, check the ammeter itself. Does it indicate a discharge when you turn the lights on? Do not turn the engine off while the two cutout connections are shorted. To do so will result in the battery backfeeding current through the generator. While doing these tests, use a voltmeter and check all places you can see and read the respective voltages. Readings of 6 to 6.3 volts will be battery voltage readings. Readings of 6.9 to about 7.3 will be generator voltage readings. Write these down and let us know the results, if you can't isolate the problem.
