Starter on B just spins

Went to fire up the B last weekend and the starter would just spin, but never engage. I went a head and pull started the tractor with my truck and got my work done. After I was finished, I shut it down and tried to restart and it did the same thing. Thinking it was a bad tooth on the flywheel, I turned the engine over by rolling forward. Tried the starter again and it still would just spin and not engage. Is the bendix shot?
