If ajusting the carb like the other guys said doesn't help, and you think the gas tank needs cleaning, I find the best way to do it is to remove it from the tractor (bolts aren't always frozen too bad). You can then put some heavy bolts or a length of chain in the tank and shake it around to knock the rust flakes/dirt loose and then pressure wash it out, or take it to a radiator shop and let them boil it out and seal it, but that can get a little pricey, or you can buy acid etch and sealer and seal it yourself. Whatever you decide to do, you can do a much better job with the tank out of the tractor.
