What actually causes the frost on the carb is the evaporation of the fuel in the carb throat.The velocity of the air is so high that evaporation of the fuel takes place at an excelerated rate.The temperature in the venturi can drop as low as -50degF.This is what causes the condensation or frost on the surface of the carb.Aircraft are especially prone to this problem.The carb venturi can actually freeze shut and cause engine shutdown.This is the reason aircraft have the ability to preheat air going to the carb throat by circulating intake air around the exhaust manifolds.You may also see the same thing if you use a propane tank and are drawing a lot of fuel out of the tank.The valves will soon be covered with a thick layer of frost.I'd call this my 2 cents but I tend to be long winded so I'll call it a quarter's worth.
