The first IPTO was used on SMTA, 300, 400, etc. For adjusting these had light metal cover on top of unit, under cover were two large screws with locking nuts for adjusting One tightened clutch and the other the brake. Second IPTO arangement came near end of 350, 450 production and was used on most 460 and 560. In this set up clutch was adjusted by use of a special tool from IH and was done through fill cap hole Brake was adjusted by controll lever adjustment. I believe this is what you have. On my 560 I had to have the notch and latch built up with weld to make brake adjustment work properly. Another item and on this one my memory is a bit fuzzy, seems as though when wear on unit reaches a certain point of detoiration, brake can not be adjusted to work. The third IPTO was the hydraulically activated unit solely on 06, 56 and later models. I always pulled units from tractor and sent to dealer for rebuilds, so I have never seen the inside of these PTO units. I always assumed the drive on all of these units was planetary as the input shaft is directly inline with out put shaft. I wish I could be more helpful.
