I have the same exact tractor except mine is a Culti-Vision A 1947. That device hooks up to a hose and then to a cylinder on the left front of the tractor that works as a primitive lift but instead of using hydrolic oil it uses exhaust from the engine. I believe that it is called an exhaust lift system. I do not know why they put that controller on tractors that do not have the rest of the parts. Maybe your tractor had the whole assembly at one point in its life. However, my tractor has the whole assembly but it does not work because the pipe that hooks the controller up to the exhaust manifold has a whole in it. So I took it off and maybe when I am finished restoring my tractor I will put it back on. Hope this helps your little mystery.
