Alex - I had a similar difficulties with an IHC pickup (304 V8). Problem turned out to be a badly worn distributor shaft bushing. It let the shaft wobble around inside the distributor which messed up the point gap and caused the timing to jump all over the place. That in turn caused the motor to start hard and run poorly. Rebushing the distributor and replacing the distributor shaft cleared it right up. Suggest removing the distributor rotor from your 400 and check to check for radial play in the distributor shaft. If you detect any play at all you likely have found the problem. Note - A broken spring in the advance could cause poor running too, but would not make the timing jump all over. Hope this helps...
