Actually... 3 amps is ideal for a fully charged battery. That's what most trickle chargers are set for. I do suspect that something isn't reading correctly if you are showing 4 amps of charge, and only 6.3 volts across the battery. Typically, you would need about 6.8 to 6.9 volts before a reasonably charged battery would allow 4 amps to pass through it. One possibility is that the regulator points are closing and opening at a fairly fast rate - giving you a deeper voltage when the points are closed, and less voltage when the points are open. Who knows what your meter might think it is reading under those conditions.
