Richard - the 2nd set of points inside the regulator are part of the voltage/current regulator relay. Their purpose is to limit the voltage developed by the generator. To test the regulator, temporarily connect the generator "F" terminal to a GOOD ground, then run the engine at full RPM. If the ammeter now shows near full scale deflection on the charge side (15 amps or so) it means the regulator is bad and should be replaced. Incidentally my experience has been the same as Red's - 3 or 4 seasons is about all I ever get out of a new regulator. Also make sure the new regulator is solidly grounded to the tractor frame - it won't work right if it is not.
