It sounds to me as though you have a plug somewhere around the control valves for the loader (I assume the bucket doesn't rotate either?). With power steering, the pressure line should be external tubing with the loader's control valves mounted on the reservoir forward of the Fast Hitch control valve - if it's hooked up according to IH's original design. If not, your system isn't standard and you probably need to describe it further to get much help here. Assuming the IH design, does the pump load up when you toggle either or both of the loader's control valves? If not, there's probably a plug in either the control line (smallest port joining to the loader control valves on the side of the reservoir - most likely) or in the return line from those control valves to the reservoir (not very likely). As far as the oil leak goes, you need a new O-ring, but I don't think it has anything to do with the loader problems. The buzz may mean a short life-expectancy for your pump - hard to say. Hope some of this is helpful. Repost if more input might be helpful.
