I would say that maybe you need to do some work on the govner and and a real good major tune up , as i have found on most of the older trqactors that i have worked on that the bushing are missing in the gover spring arms and this will not let it do it's thing and who knowes when the valves were last set and on some i have found that the dist. is not working properly and this will hurt performance . Now if you were close to me it would not take long to check this out and most of theS/MTA's -400-450's i have worked on have around 57 to 65 hpi do have two S/Mta's that are pushing a lot more..
