Sounds to me like you either choked it way to much or the float valve inside carb is not seating or is stuck open. If choking to much is the case let tractor sit for a few hours and try to start it without choking. Gas should quit flowing out of the holes in a minute or two and will be more of a drip instead of a flow. There is a fuel shut off valve under the gas tank. If choking isn't the problem shut this valve off. Wait untill gas quites running out of carb. Then start tractor and let it run for about 45 seconds and then turn the gas valve back on. Sometimes running the engine will shake the float valve loose so that it will seat properly. Sometimes really light taps with hammer on the carb will shake it loose too. If gas starts running out of carb with tractor running shut the tractor off or if you don't the engine will soon flood itself out and die. If this all fails the carb will probably have to be taken apart to be inspected and fixed. And your H isn't a 59. They quit making H's in early 50's and they only made super H's for a short while and quit making them in mid 50's.
