Cub electrical question? Bad Alt? Bad Gauge? or ?

My cub's amp gauge flings back and forth between -10 and +20 like the alt is a generator and not an alternator. The alt was recently rebuilt about a month ago and it just started this today. Any suggestion? Thanks!
