The cam and crank gears have index marks on them as most IHC gears do. Timing the mag is a little trial and error. Pull the spark plug wire so there is no chance of an unexpected fire. Rotate the flywheel clockwise, on the compression stroke, and stop 3" from the index mark on the crankcase cover (right on top). Rotate the mag gear until you get spring resistance from the impulse coupler. Insert the mag, replace the two retaining cap screws, finger tight (because you may have to back them out again several times). Finally, rotate the crank CW and see where the timing mark TDC is in relation to the index mark on the flywheel. The goal is to get the mag to trip when TDC flywheel is in line with mark on the crankcase cover. If they don't meet, keep trying by rotating the flywheel a little in one direction or the other so it is adjusted for the next attempt. Never set the mag to trip BEFORE top dead center, it could kick back.
