Flooding problems

I have a 1946 H with a D-10 Carburator. I did a complete rebuild of the carb a few months ago using an IH rebuild kit. Now all of a sudden it it started flooding out. I have had the carb off about 4 times now (cleaning it each time), the needle and seat are clean and functioning properly, the float and axle (which were just replaced) are free and not filling up with gas, and the float is set at 1 27/32 (1.844) off of the gasket when the carb is split (measuring off of the upper half with it inverted upside down) as specified in the IH instructions. Yet, with it all re-assembled I'll hear gas dripping out of the drip hole to the garage floor on the first attempt to start it. It seems to immediately flood out. What else can I do to make this thing run?!!!!!
