The way I would explain it, and like haas said, it may only matter a lot if you have a cut-out relay (it has two or three terminals on it, whereas a regulator has four I believe). Low is for if you are doing a good bit of work with it, High is for when you are frequently starting and stopping, so that you keep the battery charged up from frequent starting. And Dim and Bright lights are exactly that, and with either, you have High charge to keep up with the lights. I just always leave our H in the High position, because I cultivate at low engine speeds, but just watch your ammeter and adjust accordingly.
