Scotty you are correct...top dead centre and the mag ready to fire number one. There is probably a mark on the crankshaft pulley( my experience is with my old M). That mark will correspond with top dead center. I don't really understand why you are trying to hook up a tach. You will be able to tune your engine with the movement of the mag..when the engine has a nice easy roll to it as opposed to a straining momentum you are likely as close as a timing light would get you. Your Case I-H dealer can get you a new cap..I just got cap, rotor and wire for my M as my calves ate the wires off of it in the barnyard! Time and the sun has likely taken the finish off of the bakelite..something like armourall may put a temporary finish back on...I have seen black gloss enamel do a super job but I can't vouch for how long it would stay on , but I bet for quite a while.
