Kirk, it may be brushes, might be something in your regulator. I'm not enough of an electrician, but there'll be someone who is jump in here. With what I know, I'd check the belt tension first and the condition of the belt. Could be as simple as that. Connections are also a possibility. You did say generator. What little I do understand, alternators will behave like you're describing if they're not set up right--won't charge below a certain RPM, usually fixed by changing pulleys to get the necessary RPMs at lower engine speeds.
