Cub question

My father is restoring a 1947 Cub, the clutch pedal is VERY stuck. He pulled of the steering post and found what appears to be a wick. Maybe an oil wick to the clutch pedal mechanism?? Anyone have any ideas? There's nothing I can find in the manuals about this.
