10-20 kills under load - carb. or timing?

My '29 10-20 is hard to start, but seems to idle good. When I let out the clutch and start driving, within about 20 feet it starts to cough and will kill if I don't engage the clutch. Starting it takes a lot of cranking, even when hot, but it has never kicked back. When cold, gas will start to seep out between the carb. and manifold after cranking for a while. When idling at the lowest throttle setting, it seems to idle best with the spark lever about 2/3 up. Does this sound like the magneto is set too far retarded, or is it a carb. problem (float setting?) Is it possible to use a timing light with a magneto ignition? I read on previous postings that the float should be set according to a line on the bowl, not to the instructions. I haven't checked this yet. I just started it last night, after sitting for 2 years, so I don't remember much about how I set the mag. when I put it on, other than that I went by what the manual says to do. I had put a new cork float in the carb. too at that time, and I put new rings on the pistons then. The tractor had two stuck pistons and no mag. when I bought it, so at least I've made some progress.
