When you open the plug at the bottem of the carb, you should have a steady stream of gas running out(about pencil size). Adjust the float as needed, I could be more specific but do not know what type of carb is on the tractor. When you have that steady flow of gas, try starting the engine and adjust the carb settings (they only need to be in the ballpark). If this works, then run the engine until it is good and warm and fine tune the carb settings.
