going price for a Farmall 100

What is a fair price to offer for what looks to be a good farmall 100 with a woods L59 belly mower and front blade attachment. The owner is asking $4K. Seems pretty pricy, but the condition looks good. have not seen or heard it run though. Just looking for a general consensus. Thanks.
