Sounds like the pivot shaft thrust bearing has failed. You'll need to disassemble the steering mechanism and drop the bolster pivot shaft to replace it. Not a complex job, but several of the parts are VERY heavy - a hydraulic jack and some wood blocks will make the job easier and safer.

I have no idea on the price of the thrust bearing - I'd guess in the $20 - $40 range. Recommend while you've got the front end apart you replace both pivot shaft bushings too - they are certain to be worn. Bushings are priced at about $35 for the pair.
