A couple of thoughts, Leon. It may turn out to be the governor spring, but it sounds as if something is sticking. Check your linkages from the speed control lever, all the way forward, across, and back to the carb to make sure they're free to move. I'd be especially suspicious of an old carb, the throttle bushings in particular. If they're worn badly, they could be binding. Next I'd adjust the top and bottom of the governor. The capscrew with the jam nut on top regulates the high idle. Rein it in first. If you're also having problems with the low idle, try adjusting the stop screw on the carb first. If that doesn't get you anything, try backing out the surge spring. The screw adjusting that is inside the acorn nut on the bottom of the governor. It should only be adjusted with the engine STOPPED, a quarter or half turn at a time. If it's too far in, it will keep the engine from coming back to a low idle. If none of this works, I'd strongly suggest an I&T manual or the IH Service Manual for As and Bs (particular to 113s but works just fine for the 123). The governor is not all that hard to open up and work on. Just study the drawings before you open it up, and be aware that if the governor is dry inside, you'll want to be prepared to catch the balls that will fall out of the thrust bearing!
