Sounds like a busted governor spring if your linkage is nice and free. On my B the governor wasn't all that hard to remove, I don't believe it's much worse on a SA unless you have a water pump, and then I really don't know if that would make a difference. There's a series of bolts (5 or 7, I think) to remove, then you gotta kinda snake it out around the fan shroud, might be easier if you take the fan off first. The spring is readily available, the only trick is making sure the spring is installed correctly. I don't recall if the illustration in the I&T manual was a help or a hindrance in doing that.
