I ran into the same thing with my Super H - though the steering on mine was sloppy on account of worn pivot shaft bushings. Anyway when I took it apart I discovered the nut at the top of the pivot shaft was chewing it's way into the gearbox cover and the worm and sector were way out of line. Turned out someone had messed with pivot shaft assembly before and had left out a spacer that goes between the thrust bearing and the pivot shaft when they put it together. I machined a replacement spacer out of a piece of pipe, installed new bushings then put everything back together. There's now only about 1/8" of vertical play in the pivot shaft and the tractor steers fine.
