Fred, This may not be the case with yours but in the past when I've seen this most often there will be an old rubber gasket down in the groove not allowing the new gasket to seat the way it should. To check this you need to stick a small bladed screw driver down in the groove and I bet what you will find even though it looks like the metal it will be an old rubber gasket that has been there a long time. If so dig it all out and put in the new one and I think you'll be cooking with gas then.
