When I did a 706 gas once I not only froze the sleeves but also filled the block with water. Then I put a rather large light bulb (probably 100 - 200 watts) in each cylinder. I let them run for several hours which heated the block. Lets say the wiring was something to be desired ..... but it only had to run for a few hours. I used those black two wire bulb sockets. With the water in the jacket it was heated very uniformly. For what is it worth the sleeves slid right in. Good luck.
