I meant to answer this on my post above. The governor is lubed from the rest of the engine.
The owners manual says than when you add engine oil, to add it through the governor housing to make sure that the governor is properly lubed.
The governor has a round cap about 2-1/2" that unscrews. That is the only easy place to put the oil in anyway unless you take the valve cover off.
The little caps in the valve cover are just for oiling the rocker arms.
