Diesel popping at high speed..B250

I have had the B250 for three days now and have driven it 8 miles to my son in law's and back again. This tractor had not run in 8 years. I have changed the oil, added diesel injector cleaner, added a quart of oil to the fuel to lube injectors, cleaned the oil bath filter and put fresh fuel in it. The tractor starts well now and it idles great, it runs real good to about 2\3rds throttle and after that I am getting popping and missing. My experience with diesels is that it is likely not getting adequate fuel supply. The sediment bowl has been drained twice and there seems good flow of fuel to that point. I have not changed the fuel filter yet but I am suspicious that may be the problem. I will get a filter after work tomorrow and change it. Could dirty injector tips cause the problem or am I on the right track? Any ideas that you diesel cowboys have would be appreciated...Mike in Exeter Ontario
