I would suggest that you get a manual covering the carburetor so that you can understand the parts and what they do. There is no High Speed adjustment needle on a Zenith carb.

I am assuming that you are looking at the idle adjusting needle.

You can get a manual that will cover the whole tractor including the carb for around $20. It's well worth the cost.
