First thing I would do is try to get in contact with him by certified letter(so you get a receipt proving he got the letter) and try to come to an understanding. If that doesn't work, call the local prosecuting attorney or police. If the transaction took place through the mail, you can turn someone into the postal inspection service for mail fraud(they take it seriously) - but I would try to solve it in other ways first.
