My fathers H I still have on blocks just waiting for the time to rebuild it. When it was purchased in about 1950, it had an M&W overdrive for 1st through 4th and reverse. We broke a connector and could not get replacement parts. Instead we replaced 3rd and 4th with gears from Tractor Supply. That moved 3rd to almost 4th gear speed and 4th to about the 8 or 9 mph you are referencing. I think that is what your H has for your increase in 3rd and 4th.
